Abstract In this paper, based on the supply side of the structural reform of the new political economics perspective, we study on Jurisdiction competition, labor skills and industrial technology complexity match, and the problem of across regional capacity cooperation. The results show that: the local government’s preference for industry development opportunity, combined with GDP championships and broadening the base of impulse. amplify the effect of fiscal and taxation rights, the right to local investment and financing and enterprise jurisdiction. strengthen the government’s excessive subsidies on "strategic emerging industries" in terms of land. Causing the skill levels of workers and industry technical complexity mismatching seriously, Causing the problem of High-end industry turns to Low end. In this paper, measurement results also found that, market failure, government intervention are the important cause of industrial isomorphism; Area industrial structure difference degree is related to the investment source and the nature. State-owned and state holding enterprises investment convergence intensify the industrial isomorphism and elements mismatch. "Tiebout" choice of industry and infrastructure construction of enterprise innovation investment reduce industrial isomorphism, and will be good for cross-regional cooperation capacity. Therefore, the government’s planning in strategic emerging industries.,not only should pay attention to the direction of the industry investment review, but also strengthen regional coordination between industrial division of labor. Through the system construction to strengthen the area as a whole, reduce administrative partition and competitive industries investment’s negative impact on markets and resources mismatch. Promote the industrial structure to develop in the direction of agglomeration and the division of labor coordination.
