AbstractBased on the 261 cities’ balanced panel data of China’ thirty regions from 2000 to 2013, this paper makes use of Cobb-Douglas production function incorporated in stochastic frontier model, and uses the method of Maximum Likelihood Estimate(MLE) to analyze the effects of urban administrative hierarchy and urban scale on urban production efficiency and the different characteristic of urban production efficiency. The results show that: (1)The higher the level of cities’ administrative hierarchy is ,the more serious the state of low production efficiency in the city are. The production efficiency in the municipality is less than that of non-municipality. The production efficiency in the municipality is less than that of deputy provincial cities and capital city. And the latter is smaller than the production efficiency in general cities.(2)Whether the national level or the three regions’ level, cities’ scales have a significantly positive impact on the production efficiency .(3) Cities of different regions in China show the different characteristics. The production efficiency of cities in the east region is significantly higher than that of cities in the west region (18.5%~18.9%),and the production efficiency of cities in the west region is higher than that of central region ,but the difference is not significant.
