AbstractThis paper theoretically elaborates the mechanism and dependent condition of governmental industrial policies on industrial structure optimization and upgrading, based on which the degree and mechanism of influence are empirically analyzed. Innovatively, this paper uses local regulations and local governmental chapters related to industry to quantitatively identify industrial policies. Combined with provincial panel data, this paper empirically tests the driving functions of industrial policies on industrial structure optimization and upgrading, and investigates the synergy effects of industrial policies and market forces and government capacity on the influence mechanism of industrial policies. The results show that the introduction and implementation of industrial policies promote regional industrial structure optimization and upgrading significantly. Such promoting effect is highly dependent on the degree of local marketization and local government capacity with statistical and economic importance. As a developing economic entity, China's governments at all levels can play the role of development-oriented government, introducing and implementing industrial policies reasonably with the help of government capacity and policies based on the adaption to market deepening and mechanism improvement to realize industrial structure upgrading and market economy development.
