AbstractIn view of the importance of low-carbon development, this paper puts forward the low-carbon development should be used as macroeconomic objective. Then, according to the causes and logic of the existing four goals as the macroeconomic objectives, combined with China's situation, this paper analyzes and demonstrates function, measurement, rule, target and policy of low-carbon development, which provides theoretical support for the low-carbon development as the macroeconomic objective. After the introduction of low-carbon development, the macro-economy has five major objectives: economic growth, full employment, price stability, low-carbon development and balance of international payment. These five objectives, from five aspects: the speed of economic development, employment, price, environmental protection and international economic relations, reveal five important development directions and targets of the macroeconomic system.
