Abstract | In this study, we use a large sample of travel survey data and random parameter Logit mode to analyze mode choices in Beijing and to evaluate the impact of transportation pricing strategies on individual mode choices. The empirical evidence supports that: 1) the structure of the mode choices in Beijing would barely be changed if the bus fare were increased 3-4 times or subway ticket price were doubled. Meanwhile, this transit fare change could reduce government subsidies to Beijing public transit system; 2) it would be effective to discourage people from using automobiles if the transportation pricing strategies were designed to increase the cost of driving automobiles, such as fuel taxes, parking fee, or congestion price, et al.; 3) it is found that once the parking fee were in conjunction with congestion price, it would be very effective to alleviate traffic congestion in Beijing even both price schemes were set up at low or medium levels. We argue that compared with command-and-control measures such as driving restriction policy, or public-financed low transit fare policy, transportation pricing strategies could be more effective to shape individual incentives to use cars and to reduce traffic congestion in Beijing. |
