| Abstract | Sustainable economic growth needs suitable and supportive political structure. It has become a consensus that current?mode of China’s economic growth needs to be adjusted. Officials Off-site Exchange System is changing the structure of local government officials. What effect will this have on China's economic?growth and the transition process? Empirical test show us that there are differences on the performance of different types of officials. With more off-site exchange officials, they are playing a corrective?role in the distorted local economic development, slowing down rate of short-term economic?growth, improving the supply?of?public goods, and promoting the transition of local industry. The relationship between officials and enterprises is an important reason for the formation of the above results. Relation-based contracts exist between local officials and enterprises, and market-based contracts exist between off-site exchange officials and enterprises. Different contractual relationship leads to officials’ performance differences. |
