| Abstract | Since the implementation of household contract management system, the true relationship between China’s food security and the farmers’ income is increasingly becoming the focus of public attention. Based on the provincial panel data from 1981 to 2010, using segmented average regression analysis method, this paper respectively examined the effects of output and income of agricultural production factor inputs in the late 6 Five-Year plan periods. The results show that there is sharp conflict between the national food security goal and the farmers’ income goal, such as enhancing the quantity and quality of agricultural labor and extending agricultural machines both hinder agricultural production, but increase the farmers’ income; while applying fertilizer, expanding sown area and feeding draught animals all have opposite effects; improving agricultural conditions of electrification and irrigation is not only conducive to agricultural production, but also in favor of farmers’ income. The policy implications are following: perfecting the system of agricultural inputs is a important measure which is aimed at coordinating the national food security goal and farmers’ income goal; building the integrating framework of rural education, farmers’ training and agricultural technology promotion is the strategic direction of reforming the system of rural scientific research and education; strengthening protection and development of arable land, water and electricity is the basic strategic project which is aimed at enhancing the overall agricultural production capacity; combining machines and draught animals is the right direction of building Chinese agricultural production power security system. |
