Abstracthe state-owned sector is still significantly lower than urban Hukou labors. The wage determination mechanism is different between the urban and rural labors, which makes wage gaps difficult to relieve. The urban-rural wage gap and its evolvement in high wage stratum is mainly due to urban Hukou premium and its evolvement, while the rural discrimination on employment opportunities also increased the urban Hukou premium. Therefore, to promote the equal pay equal work and equal employment opportunities, remains the goal of the new five-year plan, and the institution arrangements of Hukou system is the key to eliminate the labor market segment of China.
