• China:Deepening Public Service Unit Reform to Improve Service Delivery |
Abstrat:PSU performance is crucial for improving service delivery in the public sector to a level commensurate with Chinas stated goals of a “Xiaokang" society and “people centered" development. Past reform efforts, aiming to “push PSUs into the market", have achieved much, but at the same time introduced undesirable incentives in services delivery. Improving service delivery will require a far-reaching reform process that should include a reconsideration of the role of the state and divestment from commercial activities, revamping public finance for public services, allowing for more non-state supply of public goods, improving accountability relationships within the public sector, and stepping up performance management and monitoring. Given the complexity and diversity of PSUs it is crucial for such reforms to be designed and implemented with full consideration of sectoral and regional circumstance, as well as their impact on employees. Creation of a central, multi-ministerial task force to guide and monitor reforms may well be desirable. |

• The Reform of RMB Exchange Rate System:Return to Managed Floating |
Abstrat:In the process of the reform of RMB exchange regime, setting priority between the mechanism reform and the change of the parity of RMB is of most important. This paper suggest that the reform of the mechanism of RMB exchange rate should go first, with much attention been paid in stabilizing exchange rate all the way. Returning to the managed floating system is obviously the appropriate selection for China. To deal with the problem of the mismatch of money, which constitute the main risk exposure for the reform of the RMB exchange regime, a series of policies, including to hold relative high level international reserves, strengthen prudent monitoring and regulating to the money mismatch in the process of liberalizing of the capital account, carry on a steady macro-economy policy, and speed up the development of the capital market, should be taken. |

• An Unbalanced Game:Central Banks Micro-Dependence and Optimal Financial Stabilization Policy |
Abstrat:This paper reviews literatures on financial stability, constructs a unbalanced game between central bank, financial institutions and household based on the practice of Chinas central bank stabilization policy. Conclusions are as follows. Firstly, given the current policy framework, multiple-equilibrium of monetary and stabilization policy combination occurs. Secondly, financial institutions have incentive for hiding liquidity information and persuading or threatening the central bank. Thirdly, the game leads to the dependence of central bank for both money supply and financial stabilization, and households surrender explicit or implicit inflation tax. Finally, an optimal financial stabilization rule is put forward at micro and macro levels. |

• The Policy Effect of Tax-and-Fees Reforms in Rural China:A Difference-in-Differences Estimation |
Abstrat:Using a large dataset containing Chinas 591 counties and county-level cities from 1999-2002,this study conducts a systematic and rigorous empirical analysis of the causal effects of Chinas rural tax-and-fees reforms on the income growth of the farmers.We employ a difference-in-differencesDIDestimation method,taking advantage of the fact that the reforms were spread gradually from some regions to other ones.We find that the effect of the reforms on the growth rate of farmers income is statistically and economically significant,which contributes to more than 40 percent of the farmers annual income growth in the sample period and that such positive effect has lasted more than one year.These basic results are robust to a number of specification tests.Some important factors affecting the reform effects are also examined. |

• Inflation Rates and Inflation Uncertainty:Regime Swithing Analysis for China Monthly Data |
Abstrat:This paper intends to discover the link between inflation and inflation uncertainty in China.Markov switching model is used to explain the changing time series behavior of inflation since January 1985.Through the model inflation uncertainty can be decomposed into two components:The uncertainty reflecting the variance of future shocks to the inflation process and the uncertainty about future changes in the inflation regime.We show that the two components increase simultaneously with the increase in inflation level,which implies that the costs of inflation are associated closely with those of inflation uncertainty.Switching model describe Chinas inflation behavior more appropriately than linear AR model or ARCH model.Estimates of inflation uncertainty that ignore the effects of regime switches may seriously bias the inflation forecast or the degree of uncertainty. |

Abstrat:By establishing an endogenous growth model with knowledge-driven R&D,this paper shows that host countrys absorptive capability is the determinant of technology spillover,and such conclusion is verified by our panel data estimation of Chinas 30 provinces during the period of 1996—2002.The further provincial sub-sample regression results show that absorptive capability is constrained by the relative lower accumulation of human capital in coastal regions, while for non-coastal regions,higher degree of openness is essentially required to improve its absorptive capability. |

• A Positive Research on Fluctuation Trend of Chinas Manufacturing Industrial Agglomeration Degree |
Abstrat:Manufacturing Industry is the most representative one of all kinds of industrial clusters. The paper measures the agglomeration degree of Chinas twenty manufacturing industries in 1993, 1997, 2002 and 2003 by means of the index of industry concentration constructed by Ellision and Glaeser and concentration degree of the regions whose manufacture sales incomes rank the top five. The conclusion indicates that the agglomeration degree descended from 1993—1997 and ascended from 1997—2002—2003. The raise of the agglomeration degree is the main development trend. The industries are sorted to the following categories: technology intensive industry-capital intensive industry-labor intensive industry by the descending agglomeration degree. The regional distribution is sharply unbalanced and polarization is serious. As a whole, the agglomeration degree of manufacturing industry has a strong positive correlation with the industry growth. |

• The Characteristics of the International Trade of Chia:Intra-Industry Trade Between China Eight Regions and Three East Asian Regions |
Abstrat:This paper studies the trends and determinant factors of the international trade between the eight regions of China and three East Asian regions such as Korea, Taiwan province and Japan. The trade shares of these three regions in China are more than 40%. And the market competitions among these three East Asian regions have been changed more rapidly. The study on the determinants of the Intra-Industry Trade indicates that the per capita GDP and the foreign direct investment are the major determinant factors of vertical Intra-Industry trade. Also the eight regions of China have an individually independent trade pattern and industrial structure. This means that the single market system in China has not yet been fully implemented. |
