| 内容提要 | 在中国经济进入高质量发展的现实背景下，本文全面测度了城市层面经济高质量发展指数，并对其时空特征进行了分析。在此基础上，本文通过整理城市层面2004～2013年政府工作报告中对环境目标约束的数据，从具有典型中国特色的环境目标约束视角出发，基于将环境绩效纳入官员考核这一外生冲击，以制定环境目标的城市为实验组，利用DID模型和工具变量法系统研究了地方政府环境目标约束对城市经济高质量发展的影响。研究结果表明：（1）中国城市的高质量发展具有显著的改善和集群效应，其中东部地区质量最高，西部地区较低；（2）将环境绩效纳入官员考核后，环境目标约束会显著促进当地经济高质量发展，并且在东部城市、发达城市以及工业化比重低的城市中的效应更大；（3）环境目标约束会促使地方政府通过制定更多的环保文件这一直接环境规制方式以及引导企业加强创新行为等途径促进本地经济高质量发展。这一结论在一系列稳健性检验中均成立。以上结论为我国实现环境治理与经济高质量发展的“双赢”提供了现实依据。 |
| Abstract | Under the background of high-quality economic development in China, this paper comprehensively measures the index of high-quality economic development at the urban level, and analyses its spatial and temporal characteristics. On this basis, This paper studies the impact of environmental objective constraints of local governments on the high-quality development of urban economy by using DID model and instrumental variable method from the perspective of environmental target constraints with typical Chinese characteristics. The data in this paper are collected from 230 cities' government work reports from 2004 to 2013. The results show that: (1) the high-quality development of Chinese cities has significant improvement and cluster effect, in which the quality of eastern areas is the highest and that of western areas is the lowest; (2) the environmental goal constraint will significantly promote the high-quality development of local economy after the environmental performance is included in the official evaluation, and which has greater effect on the eastern developed cities and high proportion of industrialization cities;(3) Environmental goals restrict will encourage local governments to promote high-quality development of local economy by formulating more environmental protection documents as a direct way of environmental regulation and guiding enterprises to strengthen innovative behavior. This conclusion is valid in a series of robustness tests. The above conclusions provide a realistic basis for realizing "win-win" between environmental governance and high-quality economic development in China. |
