| 内容提要 | 《经济研究》2010年第1期发表的李小平一文认为，中国并没有通过国际贸易成为发达国家的“污染产业避难所”。本文在指出该文问题的基础上重新构建投入产出模型并结合净出口消费指数进行验证，研究发现：（1）中国国内生产所排放的CO2近1/4～1/3是由出口产生的，国内消费所隐含的CO2近1/5～1/4是由进口来满足的；（2）中国出口隐含的CO2增长了100%，而进口隐含的CO2只增长了80%。（3）中国为国外承担了大量的CO2排放，其净出口隐含的CO2占国内生产排放的CO2的比例不断上升；（4）发达国家同时向中国转移了“污染”、“洁净”产业，而中国只向发达国家转移“洁净”产业。因此，中国很可能已经通过国际贸易成为发达国家的“污染产业避难所”。 |
| Abstract | This research uses a new input-output model and the net export-domestic consumption ratio to study CO2 emissions embodied in international trade in China and whether developed countries transfer the pollution industries to China. The study found: (1) China export bring about 1/4～1/3 of CO2 emissions embodied in China production and China import fulfil 1/5～1/4 of CO2 emissions embodied in China consumption. (2) The CO2 emissions embodied in China export rose by 100%, while those in China import rose by 80%. (3) China has had a great deal of CO2 emissions for foreign countries, the proportion of CO2 emissions embodied in net export of China production increasing gradually. (4) The developed countries have transferred both the pollution industries and the clean industries to China, while China have transferred only the clean industries to the developed countries. Therefore, China may have become Pollution Industry Haven of developed countries by international trade. |
