中国老人医疗保障与医疗服务需求的实证研究

| 内容提要 | 本文采用2005年中国老年健康长寿调查数据库（CLHLS）22省调查数据，建立我国65岁以上老年人医疗服务需求模型，实证研究医疗保障对老年人医疗服务需求的影响。研究主要结论显示，我国老年人医疗有效需求不足，尤其是高龄老年人医疗服务严重受限，相对农村老年人，城镇老年人的医疗有效需求更高。医疗保障能够将老年人及时就医率提高到91%以上，其中对100岁以上高龄老年人的作用最为明显。并且医疗保障可以增加农村老年人医疗费用1.53倍，增加城镇老年人医疗费用1.44倍。医疗保障能够缓解目前老年人家庭医疗负担沉重的问题，使老年人的家庭医疗负担降低约52%。研究结果表明，建立和完善公民医疗保障制度是一个有效改善老年人医疗服务需求和减轻老年人家庭医疗负担的途径。 |
| Abstract | This study focuses on the effect of health insurance on medical care for the elderly in China. Using the 2005 Chinese Longitudinal Health Longevity Survey (CLHLS) data, this study estimates a set of medical care demand functions for the elderly aged 65 and above. The major findings are as follows. The effective demand for medical care is lacking for the elderly in generally. The elderly live in urban has better medical care than that live in rural. Medical insurance enhances their access to medical care to over 91%, and for those aged 100 and over in particular. The medical expense for the elderly having medical insurance is 1.53 times higher than others in rural, and 1.44 times higher in urban. Moreover, offering medical insurance reduces about 52% family medical burden. Our results suggest that establishment and development medical insurance is the effective way to increase the elderly effective demand for medical care and reduce family medical burden in China. |
